Invitation for Bid - Purchase of Two (2) Used Snow Groomers

The Privatization Agency of Kosovo (PAK), which directly administers the Socially Owned Enterprise “Inex Sharr Planina” Brezovica, ANNOUNCES the following:


INVITATION TO TENDER

NEGOTIATED PROCEDURE WITH PUBLICATION


I. SUBJECT OF THE CONTRACT

Invitation to Tender for the Purchase of Two (2) Used Snow Groomers for the maintenance and preparation needs of ski slopes at the Brezovica Ski Center

The snow groomers must be of the same brand and have identical specifications, with the following minimum characteristics:
• Engine capacity: Approximately 400 HP (same brand and power)
• Year of manufacture: Not older than 2010
• Maximum working hours: No more than 9,000 hours


II. TECHNICAL SPECIFICATIONS

2.1 Equipment Condition

  • Good technical and functional condition
  • No major structural damages

2.2 Engine and Main Systems

  • Engine without leaks, vibrations, or other issues
  • Fully operational hydraulic system without leaks
  • Electrical system and controls must be fully operational

2.3 Cabin and Operator Equipment

  • Enclosed cabin with heating and ventilation
  • Fully functional controls

2.4 Tracks and Attachments

  • Tracks and tillers in working condition
  • Included grooming tools such as blade, wings, etc.

2.5 Inspection and Control of the Device

  • The buyer is given the opportunity to physically inspect the machine before purchase.
  • If physical inspection is not possible, a virtual demonstration (live video) of the machine’s functionality must be provided.
  • All anomalies and the technical condition must be documented before signing the agreement.

III. REQUIREMENTS FOR ECONOMIC OPERATORS

  • Minimum of 3 years of experience in selling and maintaining similar equipment;
  • List of completed similar projects;
  • Reference letters from previous clients;
  • Technical manual of the offered Machines;
  • Handover plan and timeline;
  • The seller guarantees that the machines are in working order at the moment of hand over.

IV. IMPLEMENTATION AND DELIVERY DEADLINE   

Delivery, installation, and testing must be completed within 45 days from the contract signing date;
Final testing will be conducted in the presence of the contracting authority's representatives.


V. OFFERS        
This procedure is conducted in accordance with Article 12 of the applicable internal Procurement Regulation No. 04/2025 of the Privatization Agency of Kosovo, allowing for international participation and ensuring transparency and equal treatment of all economic operators.

Offers from international economic operators are accepted under equal terms, provided they fulfill all technical and legal requirements stated in this Invitation.

All prices shall be quoted in Euro (€), inclusive of all applicable duties, taxes, customs, and transportation charges as per the Incoterm specified by the bidder.

Annex: Importation Customs and VAT Responsibilities

The submitted offer must remain valid for a minimum of sixty (60) calendar days from the deadline for submission of offers.

Evaluation will be based on to the lowest-priced, technically responsive offer.


VI. DISPUTE RESOLUTION      

  • Any Economic Operator who considers that during any phase of the procurement procedure (including the announcement, preparation of the tender, submission of the offer, evaluation, or selection of the winning bidder) their rights have been violated or irregularities have been observed, has the right to submit a complaint.             
  • The complaint must be submitted within ten (10) calendar days from the date of publication of the notice on the selection of the winning bidder, in accordance with the conditions specified in the tender documentation.      
    Complaints shall be submitted in writing to the Complaints Review Committee, which operates within the Central Office of the Privatization Agency of Kosovo.
  • In the event that the economic operator is not satisfied with the decision of the Complaints Review Committee of the Privatization Agency of Kosovo, they have the right to seek judicial protection by filing a lawsuit before the Commercial Court of the Republic of Kosovo, which is the competent authority for resolving disputes arising from procurement procedures and contractual relations related to supply and services.

VII. DEADLINE AND PLACE FOR SUBMISSION OF OFFERS   

Interested economic operators may request more detailed information in writing via the official email from 23/07/2025 until 11/08/2025 or 20 calendar days from the publication date.
