PAK BOARD OF DIRECTORS MEETING 17 october 2023

The Board of Directors of Privatisation Agency of Kosovo (PAK) held its extraordinary meeting to discuss and approve important decisions related to the process of privatisation and liquidation of socially owned enterprises in compliance with its legal authority. This meeting is held with respect to Agency’s recent direct development.

 

During the meeting, the Board analysed the last quarterly report, which is regularly submitted to the Assembly of the Republic of Kosovo.

To ensure an efficient administration of public property, the Board discussed and approved the Report on research and reassessment of lease prices for the assets of socially owned enterprises. This report is based on the previous decision of the Board for reassessment of all lease prices of the socially owned assets in order to adjust the lease price with the current market price. This reassessment process involved a great number of existing lease contracts for assets in liquidation and assets under PAK direct administration, including drafting of new contracts with current leaseholders. The aim of this process is to increase general revenues by around 30%.

Another development that is discussed and approved in this meeting is the request submitted by Municipality of Gjilan for reassessment of the lease for the Kindergarten. The Board allowed the Municipality of Gjilan to continue using this asset with the current lease price, taking into account the public interest that may be offered for using this kindergarten.

The Board also discussed the request submitted by Central Procurement Agency to lease the property of Enterprise “Mekanizmi” in Prishtina.

As a result of entry into force of the new organisational structure as of 1 October 2023, the Board approved several amendments to PAK sub-normative acts, including amendment to Bylaws of the Board, Rules of Procedure of the Board Secretariat, Trust Fund Banking Procedures, Regulation on Investment in Securities, and Regulation on PAK Salaries.

Among further developments to this process, the Board was involved in discussion and approval of asset sales through direct negotiations. In this context, the Board reviewed 13 applications for direct negotiations approving 2 of them only.

The Board also discussed about treatment of Agency’s archived material and about socially owned enterprises under PAK legal administration.
