PAK strengthens transparency and governance through new procurement regulation

The Board of Directors of the Privatization Agency of Kosovo (PAK) held its regular meeting where a number of important issues for the continuation of privatization processes and the strengthening of institutional governance were discussed and approved.

 

At this meeting, the Board approved Regulation No. 04/2025 on Procurement Procedures which applies to procurements of Socially Owned Enterprises (SOEs), when funds are under their control or directly administered by the PAK. The implementation of this regulation will have a special focus on SOE Inex Brezovica, due to its operational activity. According to the regulation, procurement will be managed by the management of the respective SOE, under the supervision of its board, while the PAK will exercise an oversight role, through: approving the annual procurement plan, approving each procedure, participating in evaluation committees for procurements over 10,000 euros, publishing tenders on the website, and managing tender documentation. These changes aim to strengthen transparency, efficiency and oversight in the procurement processes of SOEs.

Also, the Board reviewed and approved the Management's proposal regarding the approval of the report of the SOE Housing Committee which consisted of 3 cases (1 approval, 1 rejection, 1 declaration of incompetence which contained 15 cases).

In conclusion, the Board addressed a number of cases of direct leasing of SOE assets.
