The Privatization Agency of Kosovo, in addition to its mandate regulated by a special law related to Socially Owned Enterprises, such as privatization, liquidation, administration of assets and preservation and enhancing of their value, has under its administration numerous and various documents of Socially Owned Enterprises . Following lengthy analysis on how to manage and find the best reasonable solution for selection, systematization and possibly physical and digital archiving of that large and important archive in the process of liquidation and storage in the competent archives, the PAK Board of Directors - has approved the "Regulation on the Procedures for the Regulation of Archive Materials, Digitization and Delivery to the Competent Archive for Socially Owned Enterprises in Liquidation".
In order to save the budget and implement this project with the most optimal budgetary and time costs, PAK has established internal terms and policies to implement this major project through its own resources, saving hundreds of thousands of EUROS, since in this project of these dimensions, we think we can do it with an approximate cost of EURO 320,000, which includes all necessary costs, such as transportation, disposal of unnecessary materials, purchase of packaging materials and accompanying parts, engagement of additional staff for field work (service providers with temporary engagement in all regional offices), as well as other infrastructural elements necessary for implementation of the project.
If this project was to be implemented through public tender and private companies that deal with such issues, based on the recommendations and information we received from the Archives of Kosovo, but also from private companies, it would cost to PAK a lot, respectively an amount that would be around 1 million EURO.
The SOE materials that will undergo the system and archiving process are of various types and sizes dating back to the 50s and constitute a challenge in itself for the PAK, because in the future the PAK plans to make the handover of the documentation in the state archive, respectively in the municipal one.
From the analysis of these archives, it appears that about 70% to 80% may be unnecessary material, but that must be carefully managed and selected by the competent officials, which would help that the physical space where this documentation will be stored would be much smaller, thus also with cost reduction in eventual storage spaces.
The material that is administered by PAK on behalf of the SOEs and that will be treated in this process, contains about 20,000 meters in length, which is considered very voluminous and very large in the context of the Republic of Kosovo. After the systematization and archiving, the remaining material is not subject to aging, does not take up large spaces, will be easy to administer, easy to copy and most importantly, the documentation that has preservation value, before it is digitized (as the final archiving process), is cleaned as selected, and then digitized, while the original is archived in the Competent Archive
